Dr. Eduardo M. Fulgencio, Ph.D., CPP, CFE, CSP, CAS, CSMS, is an internationally recognized security professional and leader in the security industry and profession. He started his career as a security professional in 1983 after devoting 15 years of his life in the corporate world until he retired in 1983. He is at present the Chairman Emeritus of the Philippine Society for Industrial Security and is the author of the new Certified Security Professional (CSP) Program.

Dr. Fulgencio intensified his interest in the security profession in the year 1991 by becoming an active member of the PSIS. He started his leadership role when he became President of the Society in 1998 and during his presidency, he organized the first PSIS National Security Management Convention held at the Manila Hotel in Manila. After that initial success, succeeding conventions were held by the other leaders of the Society.

Dr. Eduardo M. Fulgencio, Ph.D., CPP, CFE, CSP, is a well-trained and educated profession. He holds a Ph.D. in Security Management and a master’s degree in business administration. He also finished two bachelor’s degrees, Commerce, and Industrial Engineering. His intensive training began in 1993 by attending several conventions and conferences here and abroad. The ASIS International’s yearly convention in the United States has been attended by him since 1996 up to the present time.

 

The year 1999 was a banner year for Dr. Eduardo M. Fulgencio, Ph.D., CPP, CFE, CSP, and the Philippines. It was the year when he passed the CPP examination held in Las Vegas, Nevada, thus earning him the title of Certified Protection Professional (CPP). The CPP title is the highest designation of a security professional in the world. During the same year in 1999, Dr. Fulgencio, also earned the title of Certified Fraud Examiner (CFE) from the Association of Certified Fraud Examiner based in Austin, Texas. In recognition of his leadership, the American Society for Industrial Security (ASIS International) approved his request to conduct the CPP Review and Examination in the Philippines in the year 2001. This started the increase the number of Certified Protection Professionals in the Philippines. Today, there are about 70 security professionals who holds the designation. The ASIS International appointed him as Assistant Regional vice President for Region XXX for CPP coordination. It is also noteworthy that was awarded the CPP Achievement Award three (3) times during his incumbency as Assistant Vice President since 2001 to 2010.

 

In 2005, he authored a book entitled “Security Management: Principles, Techniques and Applications.” The first Filipino to have written a book in security management and that book is now being used in the Philippines by security professionals and many countries around the world.

 

Dr. Rolando A. Carbonell, Ph.D., President of the Institute of Inner Studies and International Association of Educators for World Peace, name him as the “Dean of Filipino Security professionals,” for his worked and achievements in the profession.
