He belongs to CSP Class 91 and has been an active member ever since. He is currently holding the position of the National Auditor and Chapter President of PSIS Davao.

Dir. Franco is also a member of various organizations & associations such as the Philippine Association of Detective & Protective Agency Operators Inc. (PADPAO) as a National Director, a Board of Trustee for PADPAO Region XII, & a Vice-President for PADPAO Region XI, American Society for Industrial Security (ASIS), a member of the Technical Working Group of PADPAO-SOSIA, an Advance Reserve Officer of ARESCOM-11 at Camp San Gabriel Davao City, Regional Governor of The Fraternal Order of Eagles Philippines Eagles Davao Region, and the Chairman of Regional Governors League of The Fraternal Order of Eagles Philippine Eagles.

He is currently holding the position of Vice-President & General Manager of the RJEM Security & Investigation Services Inc. and RLS Manpower & Janitorial Services Inc.
